Solar energy technology is spreading ever more widely in Azerbaijan. Not only savings but also feeding the energy you produce into the grid and offsetting it now have a legal framework. Yet the "active consumer" status, the 150 kW limit and the sales options are still unclear to many businesses.

In this article, we explain what an active consumer is, who can sell energy with this status and what to pay attention to when installing a system.

What is an active consumer?

Under the Law of the Republic of Azerbaijan "On Electricity", an active consumer is a legal entity or individual that both consumes energy and can feed the surplus energy it produces into the grid.

There are certain technical and legal conditions for becoming an active consumer, and the main restriction is the 150 kW power limit.

What is the 150 kW threshold for?

If the installed power of your solar energy system is 150 kW or less, you can become an active consumer.
This status gives you the following options:

  • feeding energy into the grid;
  • offsetting through a bi-directional meter;
  • receiving a payment for the surplus energy left at the end of the year.

However, systems above 150 kW fall outside this status.

What happens with systems above 150 kW?

Systems above this capacity are not considered active consumers, because they fall into the independent producer category.
Being an independent producer means:

  • a different legal regime,
  • licensing,
  • limited options with non-commercial sales.

In addition, this regime is not considered efficient for plants and factories, because these facilities need to consume energy rather than sell their surplus.

Who can become an active consumer?

Facilities that can gain both savings and the option to sell energy by installing a system of up to 150 kW:

  • small and medium-sized hotels;
  • office buildings, clinics, training centres;
  • cold storage warehouses, supermarkets;
  • food production companies;
  • residential complexes, private houses and buildings.

For these facilities, a 150 kW system is both sufficient and legally allows energy sales.

How is income calculated?

As an active consumer, you:

  • feed surplus energy into the grid during the day;
  • consume energy from the grid at the same time.

These two flows are offset monthly. If you have fed in more energy:

  • a balance builds up on your electricity bill;
  • at the end of the year, the remaining amount is paid back to you.

This system offers savings not only in use but also a potential source of income.

What you need to become an active consumer:

  • a solar panel system (150 kW or less);
  • a bi-directional meter (net metering);
  • registration (through ASAN Kommunal or the energy company);
  • a grid-compatible inverter and protective equipment;
  • a contract with the energy company.

What should you know before installation?

Not just the number of panels and the price, but also:

  • your energy consumption;
  • roof and site suitability;
  • your legal status: are you an active consumer or an independent producer?

These are the key factors for proper planning.
